Design and Architectural Vision

The design process began with a comprehensive study of existing statues of Patel across India. A team of academics, artists, and historians eventually selected a design by Indian sculptor Ram V. Sutar. The final monument is an enlarged version of a statue previously installed at the Ahmedabad International Airport.

To ensure precision at such a massive scale, the team created three preliminary models measuring 0.91 meters, 5.5 meters, and 9.1 meters. Once the largest model was approved, a detailed 3D scan was used to create the bronze cladding cast in a Chinese foundry.

Overcoming Stability Challenges

The statue's depiction of Patel in a dhoti and sandals results in a narrower base. This creates a slenderness ratio (the ratio of height to width) between 16 and 19, which is significantly higher than the 8 to 14 ratio typically found in tall buildings. To counteract this instability, engineers installed two 250-tonne tuned mass dampers—devices designed to reduce the sway of the structure caused by wind or seismic activity.

Funding and Project Management

The project was executed as a Public-Private Partnership, primarily funded by the Government of Gujarat. Between 2012 and 2015, the state government allotted ₹500 crore, while the 2014–15 Union Budget contributed ₹200 crore. Additional funding was provided by Public Sector Undertakings through Corporate Social Responsibility (CSR) schemes.

A consortium consisting of the Meinhardt Group, Michael Graves and Associates, and Turner Construction supervised the project. The timeline spanned 57 months: 15 months for planning, 40 for construction, and 2 for the final handover.

Construction Process and Materials

The foundation stone was laid by then-Chief Minister of Gujarat, Narendra Modi, on October 31, 2013. The contract for design, construction, and maintenance was awarded to Larsen & Toubro (L&T) for ₹2,989 crore. To prepare the site, the Sadhu Bet hillock was flattened from 70 meters to 55 meters.

The construction required a massive workforce of over 3,000 workers and 250 engineers. The internal core consists of 210,000 cubic meters of cement and concrete, reinforced by 18,500 tonnes of steel. The exterior façade features 1,700 tonnes of bronze plates and 1,850 tonnes of cladding, comprising 565 macro and 6,000 micro panels.

Because India lacked facilities large enough for the required casting, the bronze panels were produced by Jiangxi Tongqing Metal Handicrafts Co. Ltd in China, then transported by sea and road to the site for assembly.

Social and Environmental Impact

The project faced opposition from the Tadvi tribe and residents of several villages, including Kevadia and Kothi. Protesters demanded the restitution of land rights over 375 hectares and opposed the formation of the Kevadia Area Development Authority (KADA). Following these protests, the Government of Gujarat accepted most of the residents' demands.
